It depends on the breed and habitat,...a Reese pheasant will have a longer tail then a Michigan blue back I would say overall the maximum would be around 30-36 inches. There is no reason for a bird to but energy into growing a longer tail feather after a certain point, when it has to deal with escaping predators, looking for food and regulating it's body temperature, or looking for a mate.
