That is something that is more situation based, what is your objective and resources available? What is the limiting factor for that habitat, winter cover, water, nesting cover etc. You must identify these generally with the help of a conservation group or goverment agency and then develope a plan to improve things to meet your objective.

I'm trying to re-populate birds on my property, would now be a good time to release them (so they get use to the area) OR would it be better to wait a while? I would like them to nest this spring.

I think the best time would be early spring, after the majority of the snow has melted.
